Dissolve the EDTA in water. Add Rhodapon L-22 STD and Rhodapex EA-2, mixing between additions. Avoid trapping air. Slowly mix in the PEG-18 glyceryl oleate/cocoate. Add the Mackam 2C, PEG-12 dimethicone and Mackpro Plus Wheat-C in order of addition. Mix well between additions. Add Paragon MEPB, fragrance and dye. Adjust pH with citric acid. Adjust viscosity with the ammonium chloride.
